This is a meta-tag for marking license templates - see Commons:License meta-tags for more information. Comments are welcome at Commons_talk:License_meta-tags.
Beware that changing a meta-tag may cause a great many pages to be re-rendered! To change the appearance of meta-tags, please edit the CSS class .metatag in MediaWiki:Common.css. Also note that there should be no categories in a meta-tag.
